Councilman Justin Lamb Wants You to Pay Your Taxes, While He Lives in a New House but His Tax Bill Says the Lot is Undeveloped

Justin Lamb, Toms River Council President, Sergeant with the Lavallette Police Department, Attorney and Real Estate agent has always been one to question authority and has the belief that the law does not always apply to him, but now, he and his wife, Board of Education President Ashley Lamb, believe they don’t need to pay their share of taxes on their new house. Why don’t the rules and laws apply to Justin Lamb and why should the property owners of Toms River pay full price for taxes, but Justin Lamb pay for a vacant lot.

Based upon files obtained from the Ocean County Clerk’s Office, August 30, 2024 a Contract, Agreement of Sale, or Mortgage Commitment between the Sellers, Christian W. LaCicero and Justin D. Lamb, and Buyers Meir Krupnick and Shanie Krupnik, was filed for the property formerly occupied by Justin and Ashley Lamb. Interestingly enough, the owners of the property did not include Mrs. Ashley Lamb, but did include Mr. LaCicero, the Chief of Police in Lavallette, Justin Lamb’s boss. A mortgage dated September 3, 2024 was filed with the clerk’s office by the Krupnik’s confirming their ownership and financing, hence the Lamb’s departed this residents on or around September 3, 2024. The Lamb’s moved into their new house, address to remain redacted due to Daniel’s Law out of an abundance of caution, though Mr. Lamb has recently mailed campaign material with his return address included. The Lamb’s moved into their brand new construction in the Fall of 2024 having received permits on July 5, 2023, however based upon the temporary Certificate of Occupancy issued on February 24, 2025, they moved into a home without a Certificate of Occupancy. Toms River requires BEFORE MOVING INTO A NEW HOME, that a Certificate of Occupancy be obtained, confirming safety, compliance with building codes and that it can be legally occupied. Justin Lamb, as an attorney, real estate agent and Councilman in Toms River should know the requirements. It should be noted, since Justin Lamb is a Councilman in Toms River, all inspections were completed by Berkeley Township, but a Certificate of Occupancy is required from Toms River. The temporary Certificate of Occupancy issued on February 24, 2025 states that it will expire on May 25, 2025 and a Final Zoning & Engineering Approval must be received. To date, OPRA requests have not been responded by the Toms River Clerk and there no updates from Code Enforcement.

In accordance with the New Jersey Department of Community Affairs (March 4, 2025) the average property tax bill in New Jersey is $10,095 up from $9,800 in 2023. In Toms River, the average property tax bill in 2025 is $7,896, an increase of 5.7% from 2023. Justin and Ashley Lamb have been billed, $992.45 in 2025, paid $1,984.89 in 2004, with an estimated balance due in 2025 of $1,984.94 for their EMPTY LOT. Notice on their tax bill where is says “Improvements: $0.” To make matters worse, since there may be doubt, the Toms River Municipal Utilities Authority (TRMUA), those that bill homeowners for the privilege to flush their toilets, have continued to bill them for an empty lot also at a rate of $350.76, whereas they paid $445.80 at their prior house. The residents of Toms River are paying their fair share of taxes and sewerage, but the Lamb’s are not.

Isn’t it time that the lawlessness attitude of Justin Lamb no longer receive acceptance and the residents, the taxpayers of Toms River vote NO for Justin Lamb.
